Final activities on the Project of real estate registration

The World Bank mission visited the Republic administration for geodetic and property affairs of the Republic od Srpska in the period between the 07th and 12th of December 2012.


At the opening meeting which was held on Friday, 7th of December, dr Tihomir Gligoric, Director of the Republic administration for geodetic and property affairs welcomed the representatives of the World Bank and informed them of the implemented activities for the preperation of the Project of real estate registration. 


Activities that have been agreed upon so far have been used in the preparation of the Action plan for the establishment of the real estate cadastre for the period of November 2012-2013, which refers to the work on the establishment of the real estate cadastre in 2012, and which will be continued in 2013 and which will be financed by World Bank loans in 2013 through the Project of real estate registration.

 

In addition to getting familiarized with the Operational plan, the representatives of the World Bank got familiarized with the outcomes of the proceedings that took place at the Constitutional court of BiH, in connection with the Law on survey and cadastre of the Republic of Srpska, in which the Constitutional court of BiH issued a Decision to deny the request for evaluation of constitutionality filed by Bakir Izetbegovic, Presidency Chairman of BiH.


The Republic administration for geodetic and property affairs is also working on improving the IT sector, whose improvement is noticeable through the development of the application module of eTerraSoft which will be used for the establishment of the new real estate cadastre in accordance with the Law on Survey and Cadastre of the Republic of Srpska. A presentation of this module was held recently in Laktasi for employees of the Administration and regional offices.


Mika-Petteri Torhonen, leader of the World Bank team, pointed out that this is the first official work mission of the World Bank team on the Project of real estate registration, considering that at the end of October the Board of Directors of the World Bank approved loans for the implementation of this Project. He pointed out that the preparation of the Operational plan for the establishment of the real estate cadastre for the period of november 2012-2013 is a great beginning of preparatory activities related to the Project of real estate registration. He also expressed his satisfaction with the Decision of the Constitutional court of BiH.


During the mission's stay in Banja Luka, a series of thematic meetings were held between representatives of the Republic administration for geodetic and property affairs and the World Bank, at which views were consolidated and next steps arranged in the implementation of the reached agreements. 

 

It should be noted that on Tuesday, 11 December, a meeting was held for the Annual Report on the implementation of the Project for land registration, which was attended by Gavin Adlington, head of the World Bank team and his associates, representatives of the Ministry of Justice of the Republic of Srpska, Ministry of Justice of the Federation of BiH, Federal administration for geodetic and property affairs and Republic administration for geodetic and property affairs of the Republic of Srpska.

 

In addition, it is important to point out that the final meeting regarding the Project of real estate registration was attended by Andja Zimic, director of international cooperation of the geodetic administration Lantmateriet.
